Um i am very confused at how an un-ballasted and a self ballasted light bulb are different? I just ordered a light bulb and it might not be self ballasted, will it still fit in my regulat heat lamp fixture and work the same? Im confused

Youll need a self ballasted if you want it to work for a heat lamp, otherwise youll need to get a ballast.

the external-ballast MVB gives off UVB but not much heat, the only other difference is the need for a ballast box which plugs in between the lamp and wall. Self ballasted bulbs have the components and filaments inside the bulb, and are therefore extremely sensitive to movement/heat. externally ballasted bulbs have these in a box called a ballast. The EB kit comes with a ballast so all you need is a fixture.
