    What kind of boa?
A BCI (Colombian Boa) will be fine in that 20 long for a while but probably only need one heat pad and depending on the temps in your house will probably not need that much bulb. Set everything up in the cage and then get yourself a nice digital thermometer from walmart for around $15. Put the thermometer on one side and the probe on the other, right on the floor, and watch the temps for a couple of days before getting the snake.
For a BCI you will want to keep the humidty around 55%, hot ends temps 86-88° (daytime), cool side ~80°. You can allow a approx 5° temp drop at night.

Be prepared for the snake to grow... the 20 long will be good for at the most 6 to 9 months.
